Update an API key's metadata or configuration

/auth.v1.services.apikeygateway.v1.ApiKeyGatewayService/UpdateApiKey

Updates the specified fields of an API key. Uses a field mask to determine which fields to modify; only fields listed in update_mask are changed. This resolves ambiguity between "not set" and "set to empty" for proto3 fields.
