Reload MCP server configuration

/llm.v1.services.gateway.v1.LLMGatewayService/MCPReloadConfig

Triggers a reload of the MCP server configuration. This re-reads the config file, reconnects to servers, and re-discovers tools. Returns which servers were loaded successfully and which failed.
