Generate pre-signed download URLs for multiple files

/api/v1/storage/gateway/batch-generate-download-urls

Generates time-limited pre-signed download URLs for a batch of files (1–50 per request), identified by file_ids. Each entry in the response reports success or failure independently, so a bad file_id fails only its own entry rather than the whole batch.
