Generate a pre-signed download URL

/storage.v1.services.gateway.v1.StorageGatewayService/GenerateDownloadUrl

Generates a time-limited pre-signed URL for downloading a file directly from the storage backend. Optionally sets a Content-Disposition header to force a download with a specific filename.
